The regulation have become so detailed and complex that many mechanics, pilots and operators have found themselves saying, "I know what it says, but what does it mean?" To help answer the question "what does it mean?" the authors look at the Federal Register Preambles, FAA Advisory Circulars, the Aeronautical Information Manual, Cases, FAA Chief Counsel opinions, and other regulatory background.
